Professor Stephen Thomas lectures on energy policy at the University of Greenwich, where he has also headed the energy research since 2001. Between 1979 and 2000, he worked in the Energy Policy Programme of the University of Sussex. In 2001, he spent 10 months as a guest researcher in the Energy Planning Programme at the Federal University of Rio de Janeiro.

In 1997, he was a member of the team set up by the European Bank for Reconstruction and Development with the aim to assess the energy intensity of proposals for replacement for the Chernobyl nuclear power plant. He was also a member of an international panel set up by the Ministry of Energy of South Africa with the aim to elaborate a technical feasibility and economic viability study for a new type of nuclear reactor, the PBMR. He also worked in the independent team engaged by the company Eletronuclear of Brazil for assessment of the economic efficiency of the completion of the Angra dos Reis 3 nuclear power plant. he has been publishing on nuclear power economics, including the extensive work The Economics of Nuclear Power commissioned by Greenpeace International in 2007 and the essay “What will the Fukushima disaster change?” published in the Energy Policy journal in 2012.
